Raytheon Principal Material Program Management (MPM) Specialist in Kuwait

*****THIS POSITION IS CONTINGENT UPON FUNDING***** This position reports directly to the Support Mission Program Supply Chain Manager (PSCM) in Orlando, FL with duty in Camp Buehring, Kuwait and taking day-to-day direction from the in-country manager. This position will be directly responsible for leading supply chain management and administration for work efforts supporting operations in Kuwait. The MPM is responsible for managing the supply chain execution for the Kuwait contract and Support Mission Program areas of execution. The successful candidate must be able to develop new concepts, techniques and standards consistent with best practice solutions and compliant with all applicable regulations to ensure a seamless transition from the current scope of work to the future state. Responsibilities include integrated supply chain management functions for the Warfighter FOCUS program (with heavy emphasis on procurement and subcontract management). Position interacts with local customers and in-country management to develop courses of action to support mission requirements of a complex nature. Manages the risks associated with supply chain activities by interacting with Buyers, Subcontracts Managers, and Logistics and Asset Management personnel to deliver material and services in accordance with program schedule. Develop plans to meet requirements understanding the impact of import/export policies and Raytheon/FAR/DFAR regulations and requirements. This position will develop communications with senior leadership regarding material and service support for assigned projects, and will be responsible for budgeting, procurement and subcontractor management, conducting Earned Value Management (EVM) assessments and EVMS reporting, if required. This position will generate supply chain management actions based upon performance statements of work provided by the customer, develop methods to monitor and execute on-time deliveries and invoicing schedules, manage supply chain risk and opportunities and other metrics to program requirements, prepare program management review material, material and labor budgets, forecasting, and data analysis for all Supply Chain activity in support of the assigned platform. The MPM will routinely interface with program management and other functional support leads to assist with solutions to complex problems that require the regular use of ingenuity and innovation. Duties and Responsibilities: Participate in the preparation of budgets and forecast for all contract work Review Bills of Material for work efforts and presents assessment to platform management Assist with the on-site direction of subcontractors and vendors to manage performance of work as well as timely and accurate invoicing of work performed. Perform and/or assists in program cost analyses Analyzes and tracks project funding requirements Develop relationships with local vendors and obtains authorization to use local suppliers to support procurement requirements Work closely with program finance personnel to integrate and report program performance both internally and externally Participation in and promotion of a team environment Preparation of reports and data analysis for senior supply chain management review Effectively communicate information to management Suggest and implement corrective actions Review of purchase requisitions, purchase orders, and other documents to ensure material and service requirements are complete and compliant Creating material and labor targets for subcontractors for OAWR work and anticipated contract growth Required Skills: Must have a minimum of 6 years of related experience in Supply Chain Present sound supply chain guidance regarding the acquisition of material and services to meet key contract requirements. Ability to live and work in an austere desert environment. Experience in managing subcontractors and suppliers Proficiency with Excel and Microsoft office automation tools Strong mathematical and analytical skills Strong written and verbal communication skills Ability to quickly learn and utilize new business/financial systems Ability to interface on a regular basis with managers and other supply chain and finance personnel Self-starter with good organizational skills who can work both independently and as a member of a team Experience in import/export compliance Experience in cost estimating and basis-of-estimate generation Must be a self-starter and capable of working independently while continuously collaborating to ensure decisions made in support of the supply chain solution for the program is solid, compliant and an executable solution that provides long term influence of future courses of action. Must be able to obtain and maintain a Common Access Card (CAC) through the National Agency Check and Inquiries (NACI) process Other Requirements: Must possess a US Passport with at least two (2) years of remaining eligibility Meet medical requirements for position as determined by a pre-employment medical screening & published CRC and USCENTCOM medical deployment standards. Walk or stand on level and/or inclined surfaces up to 8 hours/day & sit for up to 3 hours/day; climb/descend stairs; grasp or handle objects; use finger dexterity; bend elbows/knees; reach above/below shoulders; read/interpret typewritten print; communicate by voice & detect sound by ear. Desired Skills: Experience in material management programs, including Maximo Experience in working with various contracts with the U.S. Government Experience with program management body of knowledge International travel experience and/or Prior Service Required Education (including Major): Bachelor's degree from accredited school & six (6) years of related experience, OR four (4) years related experience with Master's degree. ** Contractor personnel shall comply with all theater command policies, regulations, and General Orders.
